Ms Elaine Axby
Elaine works as an advisory consultant to Quocirca, providing insights gained from over 15 years' public and private sector experience in IT and telecoms from both the user and supplier perspective.  She is a recognised public speaker and has made many media appearances and conference presentations, most recently on the regulatory implications of convergence in ITC. She was part of the government team that managed the 3G spectrum auction process and has also experience of public policy development at European level.

Elaine's focus is on public sector IT and communications development, helping vendors understand and better serve the needs of public sector organisations and looking at ways in which public sector customers can achieve efficient delivery of solutions that meet the needs of their range of stakeholders.  

Elaine has significant experience in strategic business development and marketing, in particular in new market and product development. She has led service development for a range of telecoms services, defining target market segments, benefits and features of the service required. She also has experience of supplier selection and procurement for new network and IT services.

Elaine has a particular record of achievement in programme and project management and is qualified as a PRINCE2 Practitioner and at Professional level for the APM. She currently teaches project management for University College London and has designed and managed the successful delivery of a number of complex programmes, including the rollout of BT Cellnet's GSM network.  

Her past career includes senior positions at Oftel, where she was responsible for mobile communications and Internet policy development, and at BT Cellnet, where she was Marketing Manager for its GSM network. She has also worked as a telecommunications consultant for Schema and as an independent consultant for a number of telecommunications companies. She has worked world-wide and has fluent French as well as a working knowledge of German and Spanish. Her past experience also includes a spell as a local borough councillor in London.
